A checklist for anyone buying an oblique viewer

At first sight an oblique viewer looks like a matter of nice images. In practice a few less visible choices decide whether you are still happy with it in five years: which supplier you are tied to, whether your history stays intact and how you get out. You can use these twelve questions in a market survey, a requirements document or a tender. They are deliberately not aimed at one product.

Data and suppliers (questions 1 to 4)

Question 1: from which manufacturers and suppliers can the viewer load imagery, and which part works directly versus after custom work. Question 2: do the original files stay where they were delivered, or are they moved or converted. Question 3: can captures from different years, sensors and suppliers be used side by side. Question 4: what happens to the history if you change supplier. A viewer tied to a single data provider is not necessarily bad, but that dependency should then be a conscious choice.

Use and measuring (questions 5 to 8)

Question 5: how is measuring done, and are points resolved to coordinates using an elevation model or point cloud. Question 6: what is the accuracy per application, and where is the boundary with a ground survey. Question 7: does the viewer work with panoramas, point clouds and map layers in the same coordinate system, such as your national grid. Question 8: are there open connections, such as an API and WMTS or OGC Tiles, so you can also use the data in QGIS, ArcGIS or your own web viewer.

Access, management and exit (questions 9 to 12)

Question 9: how is access arranged, per user, per project and temporarily for a contractor or consultancy, and is usage metered. Question 10: how is GDPR handled, for example with automatic blurring of people and number plates. Question 11: where is it hosted, what is the availability and what does the licence model look like, per user or per environment. Question 12: how do you get out, meaning which export options and open formats exist and what does the contract say about your data afterwards.
